Bad performance on gamer laptop

I bought the game on the last day of the Steam winter sale and the performance leaves much to be desired. Even if I get a decent frame rate with frame gen I still get occasional stutters and fluctuating 1% lows. I have 116 minutes in the game and I'm at a point where I'm thinking about just refunding it, so I gotta ask: is the game performing worse for you guys since the third person update? Because I haven't played before I have no frame of reference. Was the game running better before the update or not? Did Ubisoft screw something up? Can I expect performance to get better with the next update? What could I do to get better performance?

My laptop is a Lenovo Legion Slim 5 16APH9 with the following specs: CPU: AMD Ryzen 7 8845 HS GPU: Nvidia RTX 4060 8GB (mobile) RAM: 16 GB Screen: 2560 x 1600 (16:10) at 165 Hz (I've set the resolution to 1920 x 1200) The game is installed on a SSD I use the latest drivers.

This is a last ditch effort because I really want to play this game but so far the experience hasn't been enjoyable due to this stuttering. Weird thing is, there seems to be no difference between low and medium settings. I get the same performance on barebones low as I do on medium. Which obviously shouldn't be the case.
