PGWP rejected because of failing 1 course?

I was registered in 3 courses (full-time) for a term but failed 1 course. A friend told me that she saw many cases even if you register full-time, failing a course could make the term count as part-time for PGWP purposes.

Has anyone actually been refused PGWP in this situation?

From what I know, IRCC looks at enrollment status, not grades.
