Consiglio Maggiore law are the worst

Discussion

On my first playthrough as the Milan Republic, I noticed a law that granted an extra cabinet seat and didn’t think much of it. I was confused for decades about why my income was so low—even though I controlled the entire market, had high control, and set peasants to the maximum tax rate of 45%.

In the early 1400s, I was only earning around 20–30 ducats per month. I spent nearly 30 years trying to “fix” what I thought was a broken economy. Then I finally checked my population happiness and discovered the real issue: the Consiglio Maggiore law was giving –25% peasant happiness.

I immediately changed the law, took the stability hit, and waited.

Within a year or two, peasant tax income quintupled, jumping from 10 ducats to 50 ducats, even though stability was still at –20 and slowly recovering.

TL;DR: Removing the Consiglio Maggiore law instantly fixed my economy and increased peasant tax income by 5×.
