Heyman Talent in Ohio actually provide work to baby who is under 5 years old?

Any one by any chance know whether Heyman Talent accepts ALL babies who submit an application for baby modeling? They were asking for a “Web Fee of $35.00 a year for children under 5 years old.” I’m just wondering whether they actually provide work for children under 5 years old, or if they are just collecting the web fee for the money.
