Can I combine CG with power play merits?

I am using a plipper to deliver thermal cooling units. I tried buying them from one of my power locations (Denton Patreus).

I am not getting merrits, is it delayed, am I buying from the wrong system(fortified/stronghold...), or is it because also is a Jerome archer system?

Also if anyone else has found a way to grind anything else with this CG it would be cool to hear about.
