Definitely need help here!!

So about 2ish years ago I had my drukhari collection stolen from my storage unit and I'll admit I was kinda depressed for some time, thankfully my friends have recently reinvigorated my desire to get back into the hobby, so after the release of the codex what would people recommend as a good way to effectively start a force from the ground up/ is it really even worth it at this point?
