Need help with the war within

Hello there, I'm having some issues with the war within. I have a level 80 character (leveled via dungeons) and I can't start the questline so the dangerous skies effect is constantly there. I checked and I couldn't skip the campaign and I tried doing it via lore walking but nothing seems to work. Any help would be appreciated
