Weird detail in a pob

I found this pob https://pobb.in/u/tarekis%235639/tarekis-flicker-trickster for a flicker strike and i found something that doesnt make sens, in the high-end loadout, attack damage is lucky, even tho you dont use voice of the storm and no other item / skill tree gives lucky damage, how is that possible ?
