Something is bottlenecking my pc like crazy and I cant find out what

I have a rtx 4060, 16 gigs of ddr5, and an i5 14th gen in my pc. I know my ram could be better but i don't think thats the biggest problem. I'm trying to run Mirror's Edge Catalyst max graphics but my gpu is spiking to 100% and im getting <5fps My cpu is running about 15% and only 9 gigs of my ram are being used. I know I should getting better preformance because i found someone on the same settings as me claiming to get 60-80 fps with a 1060. I also run the lowest graphics settings on cyberpunk and scrape by at a max of like 70fps. Can anyone help?
