Where does CAT go with my situation?

I'm about to finally build some of the conquest unit teams I've been neglecting, I don't have Rey or JMK, and I'll have Qimir in 2 months. So CAT's best options (imo) are either with Qimir or Cere. Both teams are "quickly" (what's really quickly in this game?) approaching on my list. The other team would probably take Fulcrum so I don't have to waste materials on Visas just yet.

Thanks for even taking the time to read this.
