Chronic balanoposthitis?

I have a beagle male 3,5 years old. Before he turned 1 he got innflamation of the foreskin and we got this treatment to give him over 3 days. It disappeared. Now for a little over a year he has gotten white/yellow discharge on and off. He does excessive licking. And when he relaxes/sleeps he sometimes leakes urine. Or at least I think it’s urine because it stains and smells like urine the places he sleeps. I have experienced once that when he was tangling a blanket it just leaked out of his penis. He has a problem with often getting anal gland inflammation.

Can this be chronic balanoposthitis? We are going to the veterinary this week, but just want advice on what to ask them and what to check. Or advice on what else it could be?

Can add he is not castrated.
