Question about getting the Architect Retinue (-10% cost of construction) in RTW 1.

Title is straightforward. I was here asking a question regarding retinues/ancillaries and I saw a proc for architect for one of my governors.

I looked at how to trigger it based on the chart from Pooh's website under "Triggers", and all it says is "Govern 4 (Procon)+" Does anyone happen to know what it means? I tried looking at this sub reddit and on google for the answer, even the Pooh Website itself but I still cannot find out what it means.
