Late Bloomer is the type of person that started with nothing but had massive potential. They usually develop faster in certain period of time in their life to the point their growth can be considered unnatural and surpassed the likes of prodigy and genius.

The only characters that I considered "Late Bloomer" are Naruto and Obito.

- Part 1 Naruto literally capable using shadow clones + Rasengan + Summoning + 1 Tail worth of kyuubi and many more.Timeskip Naruto development really underwhelming but once we go into Rasenshuriken Training, Naruto improvement rate started going crazy by mastering Rasenshuriken, learning Nature release and upgrade overall base stat and later on mastering sage mode + nature energy in week or so plus once he gained fully control of his chakra, he straight up becoming perfect chakra control user in war arc.

The only flaw that I can see on Naruto is timeskip Naruto considering Naruto in Part 1 and Post Rasenshuriken Arc develop so much in short amount of times.

- Obito is the perfect example of this. Before meeting Madara, Obito pretty much dunce and weaker than Kakashi. After meeting and training under Madara, Obito development is all time high.He from being weaker to Kakashi to straight up par with Hokage Minato who arguably the strongest shinobi at that times and He's only 14 years old.

Obito pretty much remained the strongest shinobi alive post Minato's death for decades till the likes of Sage Kabuto, Kcm1 Naruto and EMS sasuke including every character that around Kcm1 Naruto tier come around and Obito need to upgrade himself with Rinnegan.

Which Characters in Naruto that can be considered "Late Bloomer" other than Naruto and Obito?
