I refunded an order, and I feel guilty.

Recently I got an order from an account who’s account was created less than an hour ago. They didn’t seem like they had malicous intent, but my gut feeling was off for some reason. I feel like I overreacted and I should have just shipped their order, but instead I fully refunded them. This is a pointless post, but was I in the wrong? Should I just have shipped the order? Am I overreacting?
