Low star relic

How does the low star relics work? I took a break from the game when they implemented them. I’m working at unlocking Jar Jar. Do you think I could do the event with non 7 star characters? Is it viable? Will the characters be drastically better 7 star in GAC? Thank you to everyone in advance!
