What fully evolved Pokemon still isn't good in Pokerogue, through no fault of the Devs?

Best example I can give: Wormadam Sandy Cloak. Like, it's saying something that I feel like it was already the worst Burmy evolution, when it is the only one with a OHKO move (it gets Fissure via level up) and Plant Cloak (which is Bug and Grass) exists (since at least Plant Cloak has a level up movepool that actually has synergy with it). Although I honestly don't know how the Devs could improve it without screwing every other one over
