Could any one 90s Batman writer be considered the architect of those storylines, or did they all contribute equally?

There were several writers on Batman in the 90s that have had a lasting impact on the character (Moench, Dixon, Grant, etc.). I'm just wondering, seeing as how I was not around back then, if one of those aforementioned writers had more creative control in coming up with the massive 90s storylines (Knightfall, Contagion, Legacy, NML), or if it was a group effort. Speaking out of my ass, I would assume Dixon if only because his Batfamily work around that time is so prolific, it seems like DC had really handed him the reins regarding Gotham (and Bludhaven). TIA.
