Vengeance Jones not spawning??

I am fairly new but have explored all islands, have a rebel village, 2 main villages, the storm chaser village, no sign of him. I’ve looked around and found red and purple spires. But isn’t he supposed to spawn at my village?? Advice please need him for the blasters.
