Old rotary phones

I would love to get a rotary phone and hook it up to be able to make and receive calls, however, I don't want to have to pay for the phone line (on top of regular phone bills). So I was wondering if there was a way to get around this or if I'm just out of luck. Thanks! (Also tell me if there's a better place to post this, and yes I already asked r/rotaryphones)
