I am locked out of the Val’sharah quest line and could use help!

I’m trying to complete the Val’sharah campaign quest, and I’m stuck on accepting the quest “Dishonored”. I can see the quest ! on the map, but the quest giver is not there. I found someone else say you need to complete Archdruid of the Vale first, but I cannot find that quest giver either.

As it stands, I’ve completed Archdruid of the Claw, Archdruid of Lore, Bradensbrook, and Black Rock Hold so I’m not sure if that messes with where I’m supposed to be looking. There’s no other indication of campaign quests anywhere else on the map. Any advice to get me pointed in the right direction is greatly appreciated!
