Is ICE violating the 4th Amendment, and if so, what can be done?

On Reddit today, there's a video of ICE agents demanding proof of citizenship and taking an and other items from a, reportedly, US citizen. I assume this is, at minimum, a violation of his 4th amendment rights. What can he (or anyone) do in this situation where Homeland Security is violating the constitution in such a flagrant manner? Is this a situation where lawsuits will take their time in getting through the courts and ICE will eventually be forced to comply?
