HLR Question & Supplemental Question

I filed a claim in 2024 for 8 disabilities.

FEB2025 - 5 of them were service-connected for treatment only (COD issue).

FEB2025 - I filed a supplemental for a COD review after a discharge upgrade, which came back honorable.

DEC2025- In a favorable COD letter, the VA told me to file a 0995 to have my original claim looked at for compensation.

DEC2025- I filed the 0995 Supplemental (only listing the service-connected disabilities).

DEC2025-The VA closed that claim and issued a letter telling me I had to file a 526EZ, and I did.

JAN2026- The VA closed that claim and issued a letter telling me I had to file a 0995 supplemental again.

I'm sooo confused.

Jan 2026 - I submitted an HLR with a conference (I'm waiting).

The VA Rep on the 800 line suggested that I go ahead and file another supplemental 0995 while I wait for the HLR, stating that the HLR may just combine it with the original and send it back for a compensable look. But that way -- the supplemental is working its way through, and I'm not losing time.

I'm open to suggestions, but I'm really tired of the back-and-forth.
