Cannot save gonzo with soul testament

I killed gonzo the first time, and am trying to bring him back using soul testament, but no matter how many times I do the mission and spare him I am never given the option to make my choice permanent, and he is still dead. I have cutscene skip off and am using the temple at the beginning of Edo.
