Transfer with investigation?

Hey guys if someone can help me navigate this I would love some advice or help. I have a male at my site who I’ve told I’m married multiple times to and he just couldn’t take the hint even though I told him over the span of 2 months I’m happily married and all we’ll ever be is friends. He keeps staring and I’ve told my PA and managers not to put me next to him because he makes me very uncomfortable and they did, so I went to my OM who was baffled that I didn’t submit a case against said dude yet, (which I didn’t know was an option, I’m very young so I’ve never dealt with this) I submitted it about a month ago, and still nothing. I talked to my Sr Operation manager and he grabbed the HR partner which basically told me I’m ineligible for hardship transfer because I have an open investigation and it would be a lot of work to go to the new buildings PXT for communications about the case. He told me to put in a HIIT transfer which I did, the first time I put it in it sent me a text saying it could not be accommodated and I showed them an they said they’ve never seen that message before and to try and put it in again and if it happens again to come and let them know immediately. Well recently my partner who I come to work with transferred so now the guy harassing me noticed I’m alone an came close to me and laughed and stares even harder. So I go back to work on Thursday, I’m looking to tell them they kinda failed me on not emergency transferring me a keeping me in an environment that caused this. They are not taking it seriously at all, can they block me from transferring? And how do I move forward? Thank you. :)
