AIO, is my neighbor insane or am I just easily irritated?

For context, my upstairs neighbor is a young college girl with a little dog. For awhile, she was leaving her dog at home for very long nights, during which the dog would bark all night. I left a note and it kept happening, at which point I contacted our apartment management and let them know. They brought it up to her, it kept happening, I let them know again, they brought it up to her again, and now it has subsided. I feel completely justified in this, I don’t think you should have a dog if you are going to be too busy with college life to take care of it.

The issue now is the rest of her behaviors. I’m not sure what her issue is but she feels like a crazy manic or histrionic person. She stomps around her apartment, she’s constantly scream-singing, and scream-baby talking her dog. Her dog howls when she leaves, and when she gets back she howls back and forth with it. She just makes random sounds all day, loudly. When she leaves, her dog still barks and howls nonstop, but I think she takes it with her at night now. All of this predates any of my complaints about the dog, so it’s not like it’s even just to spite me.

All of these things now happen mostly during the day, so it isn’t disturbing my sleep. But I work from home, so I still hear it a LOT. I don’t know, it seems absolutely insane to me to constantly behave this way knowing you live in an apartment with neighbors.

AIO and it’s just the quirks of an upstairs neighbor? Or am I justified to think it’s crazy to act that way?
