How the system works?

I am doing spark from Canada in a small city with a low pay. I just get "Just For You" offer which is even sometimes less than $10.Worst part is in some hours they don't even bother to give offer. I actually wanted to know how the system works? If I accept a $10 offer are they gonna send me low paying order next time or they gonna give me a high paying order next time to give every driver equal earning opportunity.
