Genuinely how do I get clients

I am a college student starting a freelance digital marketing business. Not looking to charge a lot in the beginning (obviously) and going for a very professional look. Genuinely passionate about digital strategy too so this makes this even more frustrating.

I have reached out to about 15 different small businesses in my niche over the past week and none of them have replied. Am I doing something wrong or is this normal for the amount of people? I’m keeping my messages short and professional and even offering a short attached guide on my services.

Looking for some feedback on what to try next. Should I go into the businesses and ask for the owner or is that overkill 🤣🥲
