Need help with my house.

I have a modular home in the state of wi. I would like to run a 4,4,4,2 SER cable from the meter ( it has a 200 amp breaker in side of it ) to the breaker box in the home. I would run it under the house that is inclosed. I had conduit and pipe in the concrete for a under ground run but it was filled with concrete somehow.

My question is do I need to be in pcv conduit under the home ?
