My controller isn't connecting to my PC

Posting here because it's solely for playing HK and SS, I don't use my controller for anything else.

My copy of windows corrupted the other day so after I got a new copy and everything figured out, my PC won't connect with my switch pro controller. I tried restarting, connecting it with a cable, etc. I can't for the life of me get it to connect. I tried so many different times my controller is now paired with one of my neighbors' devices.
