Standing still is a foul now?

The foul K rich got on wemby doesn't make sense to me, he was in his face before wemby started his shot and did shuffle back ( why they said it wasn't a flagrant). Do you actually have to know who jumps forward and how much to back up if they decide to just shoot with you in their grill?
