How is it like living in the other major cities of a country where most live in the capital?

Asking this as I recently visited Europe, and when in Finland, I learned that about a third of the population live in the Helsinki metropolitan area.

So, how's it like living in, Tampere, Finland, for example?

Many other cities fit this, like Billund (Denmark), Gothenburg and Malmo (Sweden), Bergen (Norway), Groningen, Rotterdam / The Hague, etc.
