Luck issue?

I’ve been seeing lots of videos of people complaining about finding shinies like candy on Halloween. It makes me mad, because I feel like I’m falling for obvious bait. I’ve unlocked the shiny charm, use each shiny donut in each correct portal, yet I can’t even find more than 1. Am I getting baited? Or is this just a huge skill issue? Please help, I can only use so many tanga berries before I give up on my dream team.
