NYC Teaching Fellows

Hello I am from new jersey and enrolled in an alternate route program. I started the program and have a Certificate of Eligibility for Biological science. I know for the NYC Teaching fellows I can not have been certified in any state. For the purpose of NYC teaching fellows does this count as being Certified? I am interested in applying but am not sure if I am eligible. Also I am still interested in teaching in New York even if I am not certified through the Fellowship so if anyone could tell me if there was a different alternate route I could take that would be appreciated as well.
