How to use a second router as access point and DHCP server both?

Hi. My ISP has locked DHCP server option and it was previously disabled by me so its permanently disabled now.

I have a second router xx530v. Which i want to use as access point or extender but I also want to use it as my DHCP server.

I m using pihole for DNS.

I want this router to be on the same subnet 192.168.1.X as the ISP router.
