parking citation (parks and rec): do they send notices thru email or mail

hi, scared 18 year old here. i got a parking citation because i parked my car after sunset hours in a park UGH i wasn't thinking. how long does it take for it to process and get onto the CPC website? it was handwritten btw. and do they send reminders or any notices before the 21 day limit (i REALLY don't want my dad to know). and also, a practical adult question, i know this will show up on my records... but will it raise insurance even if its just a parking ticket?
