Why does Ogden change my utility due day every month?!

Just got hit with another late fee because for some reason, this month’s due date was the 9th, even though it’s never been that early in 5 years I’ve lived here. It almost always 12-15th. I honestly can’t help but feel they do this bullshit intentionally as a means of collecting fees.
