Do I need tow package for a bike rack?

I am shopping around for a new Lexus NX 350h. I've found a few that match my specs, but they don't have the factory "2,000-lb towing option." I would like to be able to install a standard hitch receiver at some point so I can have a bike rack. I don't actually plan on towing anything, and all the hitch will be used for is just a bike rack. So I am a little confused on how necessary it is and if there is anything to be aware of other than the kick sensor how always working.

Is the tow option a necessary option to have when installing a standard hitch receiver just for a bike rack?
