Motorcycle Endorsement

I took my basic rider course and am trying to figure out what appointment I need from the dmv to get my endorsement. When I go to motorcycle road test it asks for my permit #. Am I supposed to get a permit first before I can get my endorsement even tho I have my basic ride course completed?
