When supermarket gets a new cooling tower/replacement, who picks the brand?

For supermarket settings, I hate seeing a Baltimore Aircoil evaporative condenser or fluid cooler on site.

Their access panel style doors are tedious to take off and there is no external float box that you can adjust while the tower is running.

Recold in my opinion makes the best cooling towers for grocery stores because the door troughs are easier to open (even if they leak a little bit over time) and they have an external float box to make float adjustments easier.

It’s also easier to reach Recold customer service on the phone for questions/concerns. BAC is super complicated to get ahold of someone.

Who is in charge of choosing which brand of evaporative condenser or fluid cooler to install in a grocery store when the old tower needs replaced?
