Windows startup apps only run after a user logs in after an update

Hi, I have a Minecraft server running on windows 11. A while ago, I configured my startup apps to include the start.bat and it seemed to be working fine. I would be able to restart the computer and it worked fine with the program already being open by the time I would log in. However today my server was down. After some investigation it turns out the pc rebooted after a security update and none of the startup apps ran? I can’t figure out why for the life of me this happened. And I did check they are still enabled and it works fine if I restart the computer. It’s only with the update this occurred. Any ideas?
