What are some ups and downs with the current state of the editorial and peer-reviewer process in academic publishing?

I want to change the publishing industry. And I intend to do so by first addressing some of the ubiquitous mishaps that plague the author wanting to get their own work out there. I want to create a startup that bridges these mishaps, and renders the editoral and review process, more flawless then ever before, so that the culture of "publish-or-perish" is discarded.

Help me help you by telling me your story or someone elses'. What are the ups and downs of the editorial and/or peer review phase of academic publishing that you or someone else have experience? And if there was a company that sought to mitigate and/or preserve these conditions as we transition into a new age of intelligence and technology, what would this company necessarily have to offer?

Thank you!
