Cannot recover account

ever since the AWS outage a few months ago, I haven't been able to recover my CoC account. when I try, and it says it has sent me a code, it never arrives in my Hotmail account. I've tried many times, checked the spam folder and so on, but the code has never arrived.

and I get sort of error either.

and, Supercell Help is utterly useless.

any ideas?
