[TOMT] A movie about magical items?

so i remember seeing it on tv when i was a kid. one of the kid had a magical pencil and if he draw something, it became real. i remember a specific scene where he draws on the face of a model on a magazine.

other kid had this sled but i dont remember what was the magical thing about it. i think it was unbreakable or fast? or moved on its own? i don't remember well, dogs were pulling the sled
