A Turn-A Gundam appears above The City (Project Moon), could The Head stop it?

A Turn-A Gundam appears above District B. Turn A has a ability called Moonlight Butterfly that is basically a bunch of nanomachines that disintegrate matter. For reference, Moonlight Butterfly wiped out all technology, including buildings, on Earth at just 20% power and reset human civilization in the Universal Century.

R1: The Head is caught off guard

R2: The Head, every Wing, and every other faction within The City are working together to defend The City from Turn A using all their Singularities and Abnormalities.
