Need advice on treating scalp

I've been struggling with my scalp for a while and I have no idea what to do, it's making me feel so self conscious. I have two issues:

1 I believe I might have a lot of scalp buildup. when my hair is wet, it smells like wet dog. I'm not sure if that's what is causing it but I'd love to treat that issue. this issue ties into the next

2 when my hair is wet, it becomes like rubber. it's near impossible to get my fingers through it and clean my scalp well. does anybody know why this would happen?
