Turn off ability to mention specific users

Is there a way to turn off the ability for server members to mention specific users? We have official folks from the media our fan server is about in the server and we don't want to allow all couple thousand of our members to ping them whenever. The official users do want to still interact at times, just don't want to be overwhelmed. I can't find a good answer for this, though. I feel like this must be possible.
