Can’t modify submarine because apparently I haven’t met Madrazo

I recently migrated my legacy account into enhanced and I bought Kosatka before doing that but the issue I’m having is I can’t modify my submarine because I have to meet Minni Madrazo, I can’t interact with him in the music locker, and I can’t modify the submarine either, but I can start Cayo Perico set ups, which is weird. Any known way to solve this? I need to buy the sparrow.
