Why do some “Eligible” skill assessments still get Negative outcomes?

Genuine observation from reading a lot of posts here.

Many applicants clearly meet eligibility requirements, education + experience, but still receive unexpected results during assessment. From what I’ve noticed, the issue usually isn’t the length of experience. It’s how the role is assessed against the NOC duties.

Job titles seem to matter very little. It’s more about how closely your actual work aligns with what the assessing body expects.

Not trying to alarm anyone. Just sharing because “I was eligible but still failed” comes up a lot, and there’s usually a structural reason behind it.
