Amazon Asking Gov issued ID for refund

I bought Sony headphones on 16th Dec and then returned on the 24th Dec because I received a Christmas gift from my cousin the same model. Now it’s been over a month , my item been revived by Amazon and they mentioned on app there’s issue with processing refund. So I reached them by call and now they asking for Gov issue ID to process the refund. Is it normal for them to ask for ID? Has anyone experienced like this before? For me it’s kind of shocking. Any suggestions would be helpful. Please share your experience too.
