Enough time has passed, what were they thinking with “The Shadow Dragons”?

Led by a masked man who goes by “The Viper”? I mean seriously, you had perfectly functional lore with the Lucerni and an established / hinted leader with Maevaris, you didn’t have to spin them off into some militant underground wing, just say that the Magisters have begun cracking down and they’ve had to go further underground.

Instead we get a My Chemical Romance cover band led by the most boring character in the game, who’s second in command resembles a chihuahua more than a political resistance fighter. There’s nothing compelling about them other than “we resist the Magisters” and we barely even see that.
